Update all workflows to run on psyinf infrastructure
This includes reducing job complexity by relying to the hatch-based
setup that is also used for local development.

Minor annoyance is that the `deploy` workflow is always considered
"waiting" when not run in the `www` org. It should not be attempted,
but the `if` expression is not in full effect.
