Michał Szczepanik 0b93213123 Migrate RST content into MD and group into chapters
This ports reStructuredText content, created over time, into Markdown.
Although Hugo can render content from RST (using Docutils), MD with Hugo
feels more "native" (and I personally find it easier to edit), so I hope
that this is a net gain in maintainability. Format conversion was done
with pandoc; only "note" directives and internal links had to be manually
adjusted.

The pages have been re-ordered into Hugo page bundles; these are rendered
by the theme as "chapters". This makes the side menu much more readable,
and the content is beter organised. A downside is that it breaks existing
links, but this seems acceptable once per funding period.

The changes are technical and structural, but the content remains the
same. In case the rewrite is kept as a separate branch (instead of being
merged on top of the exiting one), I would like to use this opportunity
to acknowledge my colleagues who contributed to creating this content.
