move 'all fields' toggle to the bottom of the page

The "all fields" toggle is always at the top of the record, but I belief the remaining fields that it toggles are always at the bottom. If that is true, I feel like it could make sense to add the toggle at the bottom of the page, so that one doesn't need to scroll all the way up again

Yes, I like that. I also always find myself scroll to the bottom, do not find the field I am looking for, going all the way up, toggle, and then all the way down again.

Somewhat related, any reasons against moving the preflabel field, i.e. Record display label to the top under the Data section of a form (together with, typically, Name and Description)? I feel like it is a useful enough field to show there, by default (i.e. not hidden by default). This would be a configuration change.
